This technical note presents practical advice to Business Development Service (BDS) practitioners on the role of the facilitator, particularly on how to take a systems perspective in initiating a program. The recommendations are drawn largely from the experience of The SEEP Network Practitioner Learning Program (PLP) in BDS Market Assessment participants.
