In response to the paper, where it states “A culture and system of learning and knowledge-sharing, within and among all organizations engaged in the response, is also critically important.” We don’t see this collegial, collaborative side of the fence at all. Even knowing that it could be done virtually without obvious interaction, we don’t see it forthcoming from the general NGO community. And remember, I come from the NGO world. I know how simple the interaction could be online if the will was there.
